Climate Finance Accelerator: Southeast Asia Investment Vehicles Call for Proposals
Please complete the form below to apply.
Eligibility Criteria
Applications must be submitted by the legal entity that manages, advises or sponsors the investment vehicle and will be responsible for participating in the CFA programme. We refer to this entity as the Applicant and to the proposed or established fund or other financing structure as the Investment Vehicle.
The CFA Investment Vehicles cohort is open to Applicants that meet all of the eligibility requirements below.
Measurable climate impact: The investment vehicle is designed to achieve measurable climate outcomes in terms of direct or facilitated greenhouse gas emission reductions. Additional climate benefits will be considered in conjunction with the above, but are not a requirement.
Sectoral focus: Open to all sectors, noting preference is given to investment vehicles investing in sectors that are aligned with the CFA’s objective of supporting climate investment vehicles that advance the Nationally Determined Contributions (NDCs) of the countries in which they invest.
Investment strategy and vehicle form: Open to a range of private-market investment strategies, including venture capital, private equity, private credit, infrastructure, real assets and securitisation (e.g. pooled vehicles financing receivables or export proceeds) structures. Single-project entities listed or open-ended retail products, corporate balance-sheet investment programmes, and purely grant-making or philanthropic vehicles are not eligible.
Investment vehicle size: Open to investment vehicles of all sizes which are actively raising capital. As an indication of scale rather than a strict eligibility threshold, vehicles would typically be expected to have an initial target fund of US$20 million or more for venture capital, US$50 million or more for private equity or private credit.
Investment vehicle maturity: The vehicle should be actively fundraising or have a realistic plan to commence fundraising, with a credible prospect of raising capital within 24 months. Exceptionally, earlier-stage vehicles may be considered where the proposition is compelling and the Applicant can demonstrate a clear and achievable pathway to meeting these requirements within 24 months. Applicants should have an identified core team, a defined investment strategy and target market, an indicative vehicle and capital structure, initial fund economics supported by robust financial model, and evidence of a credible plan for its investment pipeline.
Geographic focus: CFA is looking to support vehicles investing in Southeast Asia. The application form does not set a minimum percentage for any individual country. Allocation outside Southeast Asia will be considered where it is consistent with the UK Government’s Official Development Assistance (ODA) requirements.
In-market capability: The Applicant must demonstrate credible capacity to originate, assess, execute and monitor investments in its target markets. Evidence may include fundraising track record, or offices, employees, or partnerships in the region.
Responsible business conduct: The Applicant must not engage in activities included in the CFA exclusion list (refer to files attached).
Positive social outcomes: Preference is given to propositions that either demonstrate positive social impacts or show a genuine commitment to meaningfully integrating gender equality, disability, and broader social inclusion at the manager and/or portfolio level, recognising that some applicants may still be developing these elements.
Additionality: Preference is given to applications where CFA support would strengthen or accelerate the vehicle’s path to first or next close, and is additional to what the manager could achieve alone or through existing advisers (e.g. placement agents).
Time commitment: Participation in the CFA Investment Vehicles cohort requires an estimated commitment of approximately 20 hours in total per participating team to attend workshops and events from February to May 2027. Applicants must confirm that at least two team members, including one investment team member and one investment team lead (partner/principal or equivalent), are able to commit such a level of time throughout the cohort.
